Research and Development Business Unit has a vacancy for an Executive Manager: Cybersecurity in their Cybersecurity Department.Applications are invited from people meeting the qualifications and experience requirements set out below.

PURPOSE OF THE JOB:

To lead, support, implement cyber security strategy, improve cyber security maturity level and manage the full functionality of the Armscor state owned company (SOC) while adding value to business revenue generation, especially cyber security business requirements, enabling internal and external stakeholders. To establish Defence Capability Development in the Cyber domain and Cyber Defence Evaluation and Research Institute (DERI). To contribute and support the Group Executive (GE): Research and Development (R&D) towards executive decision making in achievement of the broader corporate objectives and provide leadership and direction to the Armscor cyber security department. Develop secure business and communication practices, identifying security objectives and metrics, choosing and purchasing security products from vendors, ensuring that the company is in regulatory compliance with the rules for relevant bodies, and enforcing adherence to security practices.

CRITICAL PERFORMANCE AREAS:

  • Develop and maintain a cyber warfare implementation plan
  • Develop and maintain a cyber defence implementation plan
  • Develop and maintain a cyber security operations plan
  • Develop and maintain a Cyber Defence capability i.e. Cyber Defence Evaluation and Research Institute (Cyber-DERI);
  • Ensure and maintain a clean audit position of the SOC functionally and operationally
  • Establish and ensure the highest cyber security levels posture compliance with national institute of standards and technology (NIST), federal financial institutions examination council (FFIEC) and international organisation for standardisation / international electro technical commission (ISO/IEC) 27001:2013 standards, other relevant standards and any applicable standards
  • Maintain an updated full cyber risks and threats profile
  • Ensure the team is trained on the latest development on the cyber tools and trends
  • Support the Group Executive (GE): Research and Development (R&D)
  • Regular reporting to the GE: R&D on progress and performance on all cyber security objectives
  • Present innovative products and services and best practices in minimising cyber security operational challenges
  • Develop a credible and sovereign Cybersecurity Defence Capability that is premised on good Cyber governance principles including, but not limited to, those contained in the National Cybersecurity Policy Framework (NCPF) of South Africa, NIST800-171 and ISO27001, Internet of Military Things, Internet of Battlefield Things (IoBT), Artificial Intelligence, Machine Learning, Cyber awareness and training;
  • Conduct assessments, evaluations and recommendations in both simulated and real-world environments for the development of integrated cyber solutions; and
  • Ensure that proper cyber audit of the South African National Defence Force’s (SANDF) weapon systems and guarantee that they are safe from foreign suppliers’ (Original Equipment Manufacturers) control in cases where they are procured from abroad.
  • Perform cybersecurity technology tracking and leading edge research for the DOD.
  • Maintain close contact with Cyber technology users in the military, through the cultivation of structured relationships with the DOD’s Services and Division e.g. Command and Management Information Systems (CMIS), Defence Intelligence, etc.
  • Assist the SANDF with the development of a Cyber Defence and Offensive technologically knowledgeable military personnel i.e. Smart User.
  • Implement secure Cyber defensive and offensive technologies
  • Establishment and integrations of information regarding trends and geopolitics into Cyber warfare capability to ensure that the client (DOD) is provided with secure product and services
  • Baseline cyber security maturity level and improve it annually until a desired cyber security maturity level is achieved using capability maturity model integration (CMMI) model
  • Integrate technologies at the SOC
  • Working in tandem with the ICT department to ensure that Armscor network architecture is resilient and sufficiently secured against potential cyber attacks
  • Collaborate closely with the ICT department to ensure an effective and secure Armscor network architecture that is based on the organisation’s threat profile and based on best practices.
  • Contribute to the creation of the Cybersecurity strategy.
  • Implement the Cybersecurity strategy and the deployment all identified Cybersecurity technologies and governance processes.
  • Lead and give direction to all the teams from collection, detection, triage, investigations,
  • incident response and auxiliary functions through utilisation of strong knowledge and insight in the SOC domain
  • Advise and support the GE: R&D on the team member hiring, training, retention, and prevention of burnout, while continuously consulting with GE: R&D
  • Responsible for the provision of an integrated and converged multi-disciplinary cyber security management function
  • Work closely with the Chief Information and Technology Officer (CITO) on creating and implementing a strategy for the deployment of information security technologies
  • Devise strategies and implement relevant technology solutions to minimise the risk of cyberattacks
  • Perform security risk assessments and reporting on ways to minimise threats
  • Develop strategies to handle information security breaches incidents and trigger investigations
  • Comply with the latest regulations and compliance requirements
  • Develop cyber security awareness programme for the organisation and ensure awareness of cyber security threats
  • Develop and implement ongoing cyber security training programme for various levels at Armscor
  • Ensure compliance with all the applicable frameworks.
  • Ensure clean Audit reports from both Internal Audit and Auditor General South Africa (AGSA)
  • Maturing the Cybersecurity Department’s capability to Armscor’s desired maturity level.
  • Fundraise for Cybersecurity Capability Development
  • Ensure that there is a well-qualified and experienced team within the Cybersecurity Department.

  • Collaborate and enable internal stakeholders to ensure that SOC objectives are met
  • Develop and maintain tactical networks within Armscor
  • Develop and manage an output driven stakeholder engagement plan

QUALIFICATIONS:

  • A Master in Business Administration degree

EXPERIENCE:

  • At least 12 years post qualification experience; of which at least 5 years’ experience operating at a senior managerial level and at least 6 years’ experience operating at an executive management level.

PURPOSE OF THE JOB:

To support the Executive Manager (EM) and Group Executive (GE): Research and Development (R&D) towards decision making in achievement of the broader corporate objectives and provide leadership.  The Senior Manager (SM): Cybersecurity Governance Division (CGD) is responsible for establishing Cyber Security governance strategy, managing cyber security oversight function, implementing and monitoring information security standards and policies. The responsibility spans the architecture, design, implementation and compliance. The incumbent is responsible for the management practices of assessing risk tolerance, implementing and overseeing appropriate security processes and fostering a security-aware culture.

CRITICAL PERFORMANCE AREAS:

The Senior Manager (SM): Cybersecurity Governance Division (CGD) supports the Executive Manager (EM) and Group Executive (GE): Research and Development (R&D) in order to:

  • Ensure proper oversight, risk management and compliance with legal, regulatory, policy and other information-security related matters with which Armscor must comply
  • Manage Armscor’s cybersecurity program and ensure that the organisation’s leadership, staff, policies, processes, practices, and technologies provide ongoing oversight, management, performance measurement, and course correction of all cybersecurity activities
  • Maintain a clean audit position of the Cybersecurity Governance Division (CGD) functionally and operations
  • Establish and maintain a strategically sound information security program to ensure that information assets are adequately protected, including the oversight and coordination of all information security efforts, insuring consistency with regulatory and compliance requirements that govern cyber security Armscor
  • Oversee implementation of the Information Security Management System (ISMS), compliance with the Minimum Information Security Standards (MIOS) as well as alignment with the international standards on Information Security (ISO 27001)
  • Define security policies, practices, training programs and standards that govern security functions associated with information technology systems, networks, applications, voice and data communications, computing services
  • Evaluate, choose, adapt and drive the implementation of security standards and risk management programs to ensure the integrity, confidentiality and availability of Armscor’s data
  • Develop effective disaster recovery policies and standards; coordinate the development of implementation plans and procedures to ensure that business-critical services are recovered in the event of a declared disaster, and provide direction and in-house consulting in these areas
  • Develop, communicate and ensure compliance with Armscor security policies and standards; proactively work with other departments to implement practices that meet defined policies and standards for information security
  • Create and manage information security and risk management awareness training programs for employees, contractors and approved system users
  • Coordinate performance of internal and external network and systems vulnerability assessments and penetration tests. Advise on mitigating vulnerabilities
  • Audit vendor compliance with security requirements as needed
  • Support strategic security planning to achieve business goals by prioritizing compliance initiatives and coordinating the evaluation, deployment and management of current and future security technologies
  • Perform information technology (IT) risk and security assessments and develops information security strategies and appropriate policies
  • Manage cybersecurity incident and participate on the cybersecurity incident response team (CIRT)
  • Ensure that appropriate resources are allocated to projects and that timelines, commitments and service level agreements (SLAs) from the security team are met
  • Develop and maintain an enterprise security architecture
  • Formulate and implement divisional strategies and plans as well as align these with the department and corporate objectives
  • Manage the budget of the division in a cost-effective manner
  • Manage security audit and access controls
  • Manage, develop, maintain and motivate individuals and teams and to build constructive relationships between individuals within the division
  • Identify, select and retain well-qualified staff
  • Do performance management of the team by contracting performance contracts, monitoring performance and providing feedback on performance to all team members
  • Conduct succession planning for all key positions in the division
  • Communicate all relevant information to the team members via divisional meetings and all other relevant forms of communication
  • Facilitate effective corporate governance business practices
  • Develop, implement and maintain the risk management plan of the division
  • Manage and improve services and products provided to the customer base
  • Develop policies and practices that affects the entire function and department within the framework of the organisation’s policy

PURPOSE OF THE JOB:

To support implementation of a Cyber Security strategy of the Armscor state owned company (SOC) while adding value to business revenue generation, especially the Security Operations Centre (SOC) related business requirements, enabling internal and external stakeholders. To support the Executive Manager (EM) towards decision making in achievement of the broader corporate objectives and provide leadership. The Senior Manager holds the responsibility for strategic and operational planning and the management of a division including aspects such as the management of employees and budgets.  The Senior Manager is responsible for setting up and leading the Security Operations Centre (SOC). Such a Centre will be used to run various cyber security operations, monitor threats as well as provide emergency and incidence response management services.

CRITICAL PERFORMANCE AREAS:

The Senior Manager (SM): Security Operations Centre (SOC) supports the Executive

Manager (EM) in order to:

  • Manage day-to-day SOC activities including the prioritisation, communication and resolution of problems as well as coordinating escalation processes with the Executive Manager (EM), internal and external service providers as applicable
  • Coordinate and manage SOC projects
  • Maintain a clean audit position of the SOC functionally and operations
  • Develop, implement and maintain the SOC’s standard operating procedures
  • Develop and design solution architecture, requirement gathering and analysis
  • Understand product architecture, systems development life cycle, design and application development
  • Implement solutions comprising of design, analysis, process integration, development, monitoring, deployment, testing and improvement
  • Design modelling and build automation tools
  • Provide inputs to the corporate cyber security strategy and policies
  • Ensure adherence to appropriate policies, standards and procedures for sound governance and service delivery
  • Manage installation, operation and maintenance of the SOC infrastructure to support similar requirements from clients

  • Establish the SOC as a centre of excellence and provide professional direction and motivation to the divisional team members
  • Regularly review the effectiveness and efficiency of the SOC services, ensuring high availability, capacity and continuous service improvement and value for money

  • Ensure regular backup and recovery of data, as well as the regularly testing of recovery plans and their implementation when necessary and to ensure the disaster recovery (DR) plans are in line with the business continuity plans (BCP)
  • Collaborate with executive management within the organisation to review the effectiveness of the current cyber security strategy, practices and processes in supporting business objectives
  • Maintain a good working knowledge of current and emerging technologies and identify how they can be utilised to improve security
