GENERAL GUIDELINES FOR ARMSCOR SUPPLIER REGISTRATION:

Armscor Policy

Only suppliers registered on Armscor’s electronic supplier registration database will be considered for orders which are administered by Armscor on behalf of clients.

What is Supplier Registration?

Supplier registration is the process whereby Armscor registers and determines the competency profiles of suppliers who wish to provide goods and services to the Department of Defence, where the acquisition of such goods and services are to be administered by Armscor.

Who may apply?

All local and foreign companies are eligible for registration and competency rating as suppliers to the SANDF.

All potential local and foreign suppliers of defence related goods and services which are State funded, should apply for registration where the acquisition of such goods and services is administered by Armscor. Such goods and services may include full-scale design and development, manufacture, installation, integration, logistical support or maintenance work on equipment already in service, or intended for service in the Department of Defence.

The entity in whose name an order is placed, must be registered. A subsidiary or business unit of a major company must liaise with its head office before applying for registration. The conglomerate / head office will normally not be registered but a subsidiary or business unit will be registered as - "Conglomerate / Head office trading as..."

Exclusions

Note that Armscor need not register suppliers for:
  • Purchases via the State Tender Board;
  • Armscor funded contracts to meet its own needs in terms of personnel, office and building requirements, training, public relations, etc.;
  • Agents who only add cost;
  • Technologies not applicable to Armscor's acquisition function;
  • Products not applicable to Armscor's acquisition function;
  • Consultation services.

Core competency or nature of business

On receipt of your application, Armscor will ascertain whether your core competency relates to Armscor's responsibilities as a defence acquisition agency as set out in the technology and product lists below.

Armscor will then either send you a questionnaire for completion or an explanation of why your core competency does not relate to Armscor's responsibilities as a defence acquisition agency.

Your response to the questionnaire will be evaluated for completeness and you will be informed of the decision regarding your application for registration.

Confirmation of Registration

Applicants are considered registered after receipt of a properly completed questionnaire and the recording of their answers on Armscor's electronic supplier registration database. Such registration will be confirmed in writing.

Methodology

As part of the tender evaluation process, all registered suppliers are evaluated to determine their ability to meet the technical, schedule, financial, non-technical and other contractual requirements of armaments acquisition projects before they are contracted.

A potential supplier's security competence, quality system and financial soundness will be assessed with the aid of a classification system to identify the contracting implications and potential risks to Armscor. These assessments will be taken into account during the tender evaluation and authorization process. A copy of the supplier's latest annual financial statement will also be required for this purpose.

A list of evaluated technologies and products will be maintained on the registration system for linkage to registered suppliers by technical evaluators.

As further confirmation of registration, registered suppliers will be supplied with registration certificates after evaluation of their technologies.

Lists of Products and Technologies with Supplier Types

Applicants should consult the Technology and Product lists to ascertain whether their competencies relate to Armscor's acquisition task. They should also consult the Supplier Types to indicate on the questionnaire the technologies and associated supplier types for which they wish to be considered.

Foreign Applicants

Subject to certain practical considerations, potential foreign suppliers will be assessed as for local suppliers. In this regard, the relevant foreign government department/s will be consulted to confirm the applicant’s acceptability as a defence supplier.

Confidentiality

All information provided for registration purposes will be treated as confidential and will be for the use of Armscor and its clients only. However, the names of all registered or defence suppliers and the general nature of their involvement with Armscor, as required for publication in the acquisition bulletin, will be public knowledge.

Change in Status

Armscor’s Security, Quality, Black Economic Emporment and Internal Audit Departments will continuously monitor the relevant competencies of registered suppliers and ARMSCOR reserves the right to revise a supplier's competency rating at any time.

Registered suppliers will be expected to notify the BEE Manager, Armscor Supplier Registration, of any changes to ownership, name, products and/or areas of technological capabilities, so as to determine the effect on their competency rating.

Cancellations / Withdrawals

Suppliers who wish to cancel or withdraw their registration as suppliers must do so in writing.
